Joseph Farrell
Joseph Farrell is a professor of economics at the Graduate School of the University of California at Berkeley, and a partner at Bates White Economic Consulting. Earlier in his academic career, Farrell was chair of UC Berkeley's Competition Policy Center.
From 2009 to 2012, Farrell served as director of the Federal Trade Commission (FTC) Bureau of Economics, where he was responsible for economic analysis relating to the bureau’s antitrust and consumer-protection portfolios, and was a key member of the team that revised the FTC/Department of Justice Horizontal Merger Guidelines. His prior government experience includes serving as deputy assistant U.S. attorney general for economic analysis for the U.S. Justice Department (DOJ) Antitrust Division and as chief economist for the Federal Communications Commission (FCC).
He is a fellow of the Econometric Society, past president of the Industrial Organization Society, former editor of the Journal of Industrial Economics, and former member of the National Academies’ Computer Science and Telecommunications Board.
He received his bachelor's and master's degrees in mathematics from Oxford University and his PhD in economics, also from Oxford.

I think this symposium is a terrific idea and thank Josh Wright for organizing it. As Chairman Leibowitz and AAG Varney said, we want to have as open a process as possible as we explore whether to update the HMG and, if so, how.
